Karen Duncan


Born on the island of Jamaica and raised in New York City, Karen Duncan is a life-long Anglican and a member of Saint Thomas Church Fifth Avenue for over 10 years. She is currently the co-head of the Usher Corps at Saint Thomas Church.

Upon graduation from law school, Karen chose to focus in the area of Regulatory Compliance. She has gained significant experience in regulatory compliance oversight of public work infrastructure, defense contracting and homeland security.

Karen is currently Compliance Director at the Metropolitan Transportation Authority (MTA) where she is a leading advisor in ensuring the MTA’s business— including its subsidiary agencies—adhere to a strict code of ethics and all applicable laws. With primary focus on corporate governance and whistleblowing programs, her team has compliance oversight of the agency’s legal integrity programs, and internal investigations of MTA Construction and Development, the operations of its subways, buses and railroads, as well as the authority’s bridges and tunnels.

Prior to joining the MTA, Karen was the chief compliance officer for Dragados, a leading Madrid based Design and Construction engineering company within the Actividades de Construcción y Servicios (ACS) group of companies. She had compliance oversight of the Company’s activities covering large scale public works infrastructure projects such as California High Speed Rail, the Second Avenue Subway and The expansion of Grand Central Madison.

Karen has also covered homeland security and FAA compliance with Lockheed Martin in protection of the nation’s airports and airspace.
